摘要

介绍按国际建议设计并实现的会议电视系统，对其构成、设计特点及硬件实现，特别是对其核心技术──符合ＩＴＵ－ＴＨ．２６１建议的视频编解码硬件实现做了初步探讨，并提出了有效的传输缓存器控制和自适应量化策略。该系统可在传输速率为１２８ｋｂ／ｓ～２Ｍｂ／ｓ的数字信道上传输，系统延时约为０．５ｓ，图像主观质量较高。

Abstract

The design and realization of a videoconference system based on international recommendations are introduced in this paper

whereas hardware implementation of video codec based on ITU-T H. 261 are briefly discussed

the transmission buffer control method and the adaptive quantization strategy are proposed.This system can be operated under the transmission rate from 128kb/s to 2Mb/s with system delay of about half a second and high subjective image quality.
