摘要

阐述了Ｎ．２６１视频会议电视系统编解码器的构成和硬件设计特点，对于对图像质量和稳定性有很大影响的速率控制及刷新机制等几个实际问题，进行了分析、实验和探讨。

Abstract

The construction and the characterastics in hardware design for videoconference codec inaccordance with Ref. H. 261 are described in this paper. Several crucial problems

rate control and refreshing scheme that influence the quality and stability of coded image

have been discussed

and experimental results are also presented.
